Word's autonumbering feature seems designed to test our patience. It "guesses" what the author intends, then does what it thinks best. Because it is based on Styles rather than characters, it is particularly troublesome when used in conjunction with Passages.
The solution is Snapnumbers and bookmarks. Snapnumbers does exactly what the form Author wants, no more, no less, no guessing. Bookmarks result in the equivalent of concrete hyperlinks that hold their function across documents. The combination allows for logical numbering and fully-functional references from one item in a form to another. They can be used within the form, from form to Passage, from Passage to form.
